The City of Winnipeg runs Brookside, St. Vital and Transcona cemeteries under Cemetery By-law 130/2007 and Rules and Regulations dated 18 July 2007. Between them they say that memorials may be granite, marble or bronze, that every flat marker is inspected by City staff when it arrives, that only City employees may install a flat marker, and that the standard marker is 20 inches wide by 10 inches high by 4 inches deep. The 2026 Fees and Charges Schedule prices each step: $272.00 to install the standard marker, $1.45 per square inch for anything wider than 20 inches, and a $189.00 maintenance fee when the order follows an interment by less than a year. We cast the bronze in our free online designer; the granite that brings the marker to 4 inches is arranged in Winnipeg through a monument dealer.

By-law 130/2007: who installs, what needs a permit, what the reserve takes
The by-law, consolidated to July 23, 2020, defines a “Marker” as “a flat memorial marker installed flush with the surrounding turf on a lot, plot or cremated remains lot/plot”. Section 11(1) says “No person may construct, repair, install or re-locate any memorial unless they have obtained the required permit and have paid the appropriate fee.” And section 11(3) sets Winnipeg apart from Saskatoon or Brandon: “Only City employees may place or install flat markers.” Section 12(1) requires a Perpetual Maintenance Reserve Fund “equal to 25% of the purchase price of a lot, plot or cremated remains lot/plot”, 15 per cent of a niche purchase and 10 per cent of a scattering. That reserve comes from the lot price, not the marker, so a plaque bought from an outside supplier adds nothing to it.
Rules and Regulations 2007: materials, one solid piece, inspection on delivery
Section 13(1) of the Rules states that “All memorials including vases must be constructed of granite, marble, or bronze or other permanent materials which have been approved by the Director”, so bronze is an approved memorial material in its own right. Section 13(2) adds that “Memorials must be constructed of one solid piece of approved permanent material.” A cast bronze plaque bolted to a granite base is two pieces joined, and the Rules do not say whether that assembly counts as one solid piece once fixed. Ask the Cemeteries Administrator in writing, with the drawing from our proof, whether a bronze plaque on a 4 inch granite base is acceptable in your section, and keep the answer with the permit.
Section 15(1) sets the delivery procedure: “Upon receipt of an Application form the flat marker must be delivered to the cemetery grounds in which it is to be placed and such marker must, upon delivery, be inspected and approved by city employees prior to being placed in such location as the City will determine.”
Flat marker sizes by section
Section 15(2) gives the dimensions; “depth” is the thickness, and every flat marker type is 4 inches (10.16 cm) deep.
| Section | Minimum | Maximum |
|---|---|---|
| Cremains sections, single | 20 inches (50.80 cm) wide x 10 inches (25.40 cm) high x 4 inches (10.16 cm) deep | |
| Field of Honour (additional memorial only) and Medical Section | 20 x 10 x 4 inches | |
| Infant and child sections, single | 20 x 10 x 4 inches | 24 inches (60.96 cm) x 12 inches (30.48 cm) x 4 inches |
| All other sections, single | 20 x 10 x 4 inches | 28 inches (71.12 cm) x 20 inches (50.80 cm) x 4 inches |
| Double, centred on two or more graves | 20 x 10 x 4 inches | 48 inches (121.92 cm) x 20 inches (50.80 cm) x 4 inches |
Because the City measures the finished marker, a bronze plaque on granite is sized so the granite is the 20 by 10 (or larger) unit and the bronze sits inside it with a margin: a 16 by 8 inch bronze leaves 2 inches of granite on each side of a 20 by 10 marker.
The 2026 fees
The Cemeteries Branch 2026 Fees and Charges Schedule applies GST to every fee and requires payment before service.
| Item (2026 schedule) | Fee |
|---|---|
| Flat Marker, 20 inch x 10 inch only, installation | $272.00 |
| Flat Marker over 20 inches wide up to and including 48 inches, installation | $1.45 per square inch |
| Flat marker installed with an attached vase | Installation fee plus $87.00 |
| Maintenance fee, per item ordered within 12 months of an interment | $189.00 |
At $1.45 per square inch (2026) a 22 by 12 inch marker of 288 square inches costs about $417.60 to install, before the $189.00 maintenance fee (2026) if the order follows an interment within a year. These are the City’s charges only; the granite base and the fixing are priced by your dealer, and the plaque is priced in our designer, where a 20 by 10 inch bronze is $1,759.60 and a 16 by 12 inch bronze is $1,580.02, shipping included.
Natural burial sections, niches and the Field of Honour
Two sections take no bronze at all. Transcona Section 30, the natural burial area under Rules and Regulations No. 3 of 2017, allows a single granite flat marker of 20 by 10 by 4 inches (50.80 by 25.40 by 10.16 cm) at the head of the lot only. Brookside Section G, the natural burial area under Rules and Regulations No. 4 signed August 29, 2025, goes further: “No individual flat markers or upright memorials are permitted within this area.” Columbaria are a City product as well; the 2026 schedule states that “Engraving and maintenance of Columbaria Niches is only able to be ordered & completed via the Cemeteries Branch”, so we do not supply niche plates for Winnipeg’s City columbaria. In the Field of Honour the Veterans Affairs Canada marker is granite and the Rules permit one additional flat marker of 20 by 10 by 4 inches. Veterans Affairs Canada, through the Last Post Fund, funds a grey granite military marker and only “in certain cases, flat bronze”, so a family wanting its own bronze on a Veteran’s grave in a civilian section should ask the Cemeteries Branch and the Last Post Fund first; no upgrade or refund is published and we promise none.
Winnipeg cemeteries that publish nothing
Chapel Lawn Memorial Gardens, Glen Eden Memorial Gardens, Green Acres Memorial Gardens, Thomson In the Park, Elmwood Cemetery and the St Boniface Catholic cemeteries publish no marker regulations and no price lists that can be read online, and we will not guess at their rules. Ask the office in writing whether a bronze plaque supplied by the family is permitted on your section, and if not, for the regulation that says so; the maximum bronze size and the required granite base size and thickness; who installs; the fees with the year of the schedule; and the installation months. The Manitoba page explains the reserve rules behind those schedules.
Designing the bronze for a Winnipeg marker
We supply the bronze only. The plaque is cast in solid LG2 statuary bronze with raised polished lettering on a textured background, in any size from 2 3/8 inches tall up to 22 1/16 by 15 3/4 inches (560 by 400 mm), and for a lawn marker you choose lugs with studs so the plaque anchors into drilled holes in the granite. The granite, the fixing and the delivery to Brookside, St. Vital or Transcona are arranged through a Winnipeg monument dealer, and City employees set the marker after inspecting it. A 12 by 8 inch bronze is $996.08 in the designer, shipping included, and suits a garden stone or bench at home. See bronze memorial plaques for borders and emblems, cemetery plaques for lawn layouts, custom bronze plaques for ovals and circles, and outdoor pet memorial plaques.

How to order
- Ask the cemetery office for its marker specification: the maximum size, the base it requires and the form it needs signed. Most offices email it the same day.
- Open the free design tool, pick the shape and set the size in inches or centimetres. The price in Canadian dollars updates as you go.
- Add the wording, choose a border and background, and add an emblem, motif or photo if you want one. Choose lugs with studs if the plaque will be bolted to a granite or concrete base, or a flat back for adhesive mounting.
- Save the design and order it from My Account. We send a written proof that you can forward to the cemetery for approval, and nothing is cast until you approve it.
Frequently asked questions
Does the City of Winnipeg allow bronze grave markers?
Bronze is an approved memorial material under section 13(1) of the Rules and Regulations. The Rules also require a memorial to be one solid piece, and whether a bronze plaque fixed to a granite base satisfies that clause is a question for the Cemeteries Administrator.
What size is a Winnipeg flat marker?
The standard is 20 inches wide by 10 inches high by 4 inches deep (50.80 by 25.40 by 10.16 cm), with maximums of 28 by 20 by 4 inches for a single and 48 by 20 by 4 inches for a double in other sections.
Who installs a flat marker in Winnipeg?
Only City employees, under section 11(3) of By-law 130/2007. The marker is delivered to the cemetery, inspected and signed for by City staff, and set where the City determines.
What does Winnipeg charge to install a flat marker in 2026?
The 2026 Fees and Charges Schedule lists $272.00 for a 20 by 10 inch marker and $1.45 per square inch for markers over 20 inches wide up to 48 inches, so a 22 by 12 inch marker is about $417.60. A $189.00 maintenance fee (2026) applies to each item ordered within 12 months of an interment, plus GST.
Can I order a bronze plaque for a Winnipeg columbarium niche?
No. The 2026 schedule states that engraving and maintenance of columbaria niches can only be ordered and completed through the Cemeteries Branch, and the niche price includes the plaque or engraving.
How long does a bronze plaque take in Winnipeg?
Allow about four to six weeks from payment to delivery. Casting and hand finishing take most of that time, and we send a free written proof before anything is cast. If your cemetery only sets markers in the frost free season, order early enough for the spring installation window.
