Greater Victoria’s main cemetery, Royal Oak Burial Park in Saanich, states in its bylaws that every marker shall be constructed of granite or bronze on a granite base, and publishes the dimensions, the border, the relief limit, the anchoring and its 2026 rates, so a family here knows exactly what to order. Ross Bay Cemetery, the City of Victoria’s heritage cemetery on Fairfield Road, works under Bylaw 10-046 with the Director’s written permission required five days before any delivery, and the only fee schedule it posts dates from 2010. Hatley Memorial Gardens in Colwood publishes nothing. Up island, Nanaimo’s 2026 permit form sets out a stricter base and relief rule worth knowing. We cast the bronze in solid LG2 statuary bronze with raised polished lettering and four lugs with studs; the granite base and the setting are arranged through the cemetery office or a local monument dealer, as the bylaws require.

Royal Oak Burial Park, the bylaw on bronze markers
Royal Oak Burial Park at 4673 Falaise Drive is operated by the Board of Cemetery Trustees of Greater Victoria as a community owned, not-for-profit service, and section 13 of its bylaws governs flat markers. Clause 13.4: “Every marker shall be constructed of granite or bronze on a granite base.” Plans may be submitted by the rights holder “or a memorial supplier on behalf of a rights holder” (13.5). Clause 13.10 gives the envelope over the base: single lot width 50 cm (20 inches) to 75 cm (30 inches), depth 30 cm (12 inches) to 55 cm (22 inches), thickness 8 cm (3 inches) to 13 cm (5 inches); companion lot width 75 cm (30 inches) to 120 cm (48 inches), depth 45 cm (18 inches) to 55 cm (22 inches). Clause 13.11 caps bronze relief at 1.2 cm (0.5 inch). Clause 13.12 requires a granite base “both wider and longer than the bronze marker” with “a border of 5cm (2″) of the base surface exposed on all sides”, smooth sawn, “not less than 7.5cm (3″) and not more than 13 cm (5″) thick”, and the bronze “cast with no less than four (4) integral bosses on the underside”. A supplier gives “a minimum of twenty-four (24) hours notice” before delivery (13.20), and every memorial is installed “by or under the direct supervision of a Burial Park employee” (13.21).
Royal Oak 2026 rates
Royal Oak’s rate sheets are “effective February 2026”, plus tax. Casket lot flat marker: installation $260 to $360 plus Care Fund $130, total $390 to $490. The park also sells granite flat markers, installation not included: 12 by 20 inches $1,130 and 18 by 30 inches $1,450 (2026). “An installation fee is charged for every form of memorial installed at the Burial Park”, so budget $390 to $490 plus tax to set a bronze on granite bought elsewhere in 2026. Bronze tablets for Garden and Grove plots are $775 (2026), and “OPTIONAL (for above T26 niches): A cast bronze niche plaque with inscription” is $1,005 in place of the $505 engraving fee (2026). Our price is for the bronze alone: a 41 by 30 cm (16 by 12 inch) plaque is $1,580.02 in the designer, shipping included, and on a 51 by 41 cm (20 by 16 inch) granite base with the 5 cm border it meets the single lot envelope; a 30 by 20 cm (12 by 8 inch) plaque is $996.08. The granite comes from a local dealer, who mounts the bronze and gives the park its notice.
Cremation tablets in the Garden, Grove and Island of Remembrance
Clause 16.9 of the bylaws covers the small tablets in the cremation gardens: “only granite or bronze tablets will be allowed”. Bronze tablets “shall be brown in colour, 20.1 cm (8 1/4″) wide by 11.4 cm (4 1/2″) deep and not less than 1.3 cm (1/2″) thick”, with block style letters “raised not more than 1.0 cm (1/4″) above the surface”, in three centred lines of given names, surname and years. The park’s own tablet is $775 (2026). The bylaw sets a specification rather than naming a supplier, and section 41 of the Act applies to compliant memorials bought elsewhere, but confirm with the office before ordering an outside tablet; if it agrees, type 8 1/4 by 4 1/2 inches into the designer, choose a plain border, block lettering and no emblem, and send the proof for approval.
Ross Bay Cemetery, a heritage bylaw
Ross Bay Cemetery at 1495 Fairfield Road is owned by the City of Victoria, is a designated heritage site, and its Bylaw No. 10-046 (consolidated June 1, 2015) is written for monuments first. Section 23: a licence holder “must not undertake any work in the cemetery without first obtaining the Director’s written permission”, and the application must be “submitted to the Director at least 5 days before the delivery to the cemetery of any structure”. Section 24 is the bronze clause: where stone is required, “artificial stone, bronze, or another noncorrosive metal that is approved by the Director” may be substituted. Subsection 25(17): a lot may hold up to “2 memorial markers that are installed flush to the ground, or 2 pillow markers” whose bases are “at least 50.8 cm wide, 30.4 cm deep, and 7.6 cm thick” and “not more than 76.2 cm wide, 55.8 cm deep, and 13 cm thick”. Schedule E, headed “Effective June 24, 2010” and still the schedule the City posts, charges $55 plus a $130 Maintenance Fund Contribution plus GST, $194.25 in total, to install a flat marker; treat it as the 2010 schedule and confirm current amounts with the City. Write “bronze on granite base” on the application so the section 24 approval is explicit.
Hatley Memorial Gardens publishes nothing
Hatley Memorial Gardens at 2050 Sooke Road in Colwood is a 53 acre private cemetery owned and operated by Arbor Memorial. Its care fund rate is fixed by Schedule 1 of B.C. Reg. 298/2004 at 20 per cent of the right of interment price, but no marker bylaw, size sheet or fee schedule is published online. Under section 39(6) of the Act the bylaws must be available on request, so ask the office for the memorial section, the flat marker dimensions for your lot, the base thickness and border, whether bronze on granite is accepted, and the installation or inspection fee with its year. Our proof can go to the office with those answers before you approve casting.
Nanaimo as the Island comparison
The City of Nanaimo’s 2026 marker permit form reproduces section 11 of its Cemetery Bylaw 2009 No. 7084. A permit is obtained “at least 3 full business days before the installation takes place”, and the installer must be “a City Approved Installer” or the City. “A Memorial Marker may only be made of granite or bronze”; each bronze must be attached to a concrete or granite base not less than 10 cm (4 inches) thick; raised lettering may not stand more than 0.3175 cm (1/8 inch) above the face; the maximum marker or base is 46 by 91 cm (18 by 36 inches); the exposed border may not exceed 5 cm (2 inches). Fees for 2026, plus GST: New Installation Permit $130.00, “City to Install” $130.00. Nanaimo’s 10 cm base and 1/8 inch relief cap are stricter than Royal Oak’s, so for Nanaimo tell us the cemetery when you order and have the City approve the proof.
Ordering bronze for a Victoria grave
Get the envelope for your lot, design the bronze about 10 cm (4 inches) smaller in each direction so the 5 cm border fits, send the written proof to the cemetery, and once approved have a local monument dealer supply the granite, drill it to our stud pattern, mount the bronze and deliver it with the notice the bylaw requires. Cemetery staff then set it for the installation fee in the year’s schedule. We supply the bronze only, with four lugs and studs that satisfy Royal Oak’s four boss rule. For a Veteran’s grave, Veterans Affairs Canada provides a grey granite military style marker through the Last Post Fund, “in certain cases, flat bronze”, and publishes no route for a family bought bronze marker, so ask the cemetery and the Last Post Fund first. Beyond the cemetery, a 20 by 15 cm (8 by 6 inch) plaque for a garden stone or a memorial tree is $674.98 in the designer. See garden plaques and bronze memorial plaques, or contact us.

How to order
- Ask the cemetery office for its marker specification: the maximum size, the base it requires and the form it needs signed. Most offices email it the same day.
- Open the free design tool, pick the shape and set the size in inches or centimetres. The price in Canadian dollars updates as you go.
- Add the wording, choose a border and background, and add an emblem, motif or photo if you want one. Choose lugs with studs if the plaque will be bolted to a granite or concrete base, or a flat back for adhesive mounting.
- Save the design and order it from My Account. We send a written proof that you can forward to the cemetery for approval, and nothing is cast until you approve it.
Frequently asked questions
Does Royal Oak Burial Park accept a bronze marker bought elsewhere?
Yes. Clause 13.4 says every marker shall be granite or bronze on a granite base, and clause 13.5 accepts plans from a memorial supplier. The bronze needs a sawn granite base 7.5 to 13 cm thick with a 5 cm border and four integral bosses; installation is $260 to $360 plus a $130 care fund (February 2026).
What size bronze marker fits a Royal Oak single lot?
The marker over its base must be 50 to 75 cm (20 to 30 inches) wide and 30 to 55 cm (12 to 22 inches) deep. A 41 by 30 cm (16 by 12 inch) bronze on a 51 by 41 cm (20 by 16 inch) granite base meets it.
What does Ross Bay Cemetery charge to install a flat marker?
The posted Schedule E, effective June 24, 2010, charges $55 plus a $130 Maintenance Fund Contribution plus GST, $194.25 in total. No newer schedule is posted, so confirm with the City.
Can I buy the bronze cremation tablet for Royal Oak’s gardens from you?
The bylaw sets a specification, 20.1 by 11.4 cm (8 1/4 by 4 1/2 inches), at least 1.3 cm thick, block lettering raised no more than 1.0 cm, and the park sells its own tablet for $775 (2026). Confirm with the office that an outside tablet to clause 16.9 is accepted first.
What are the marker rules at Hatley Memorial Gardens?
Hatley publishes no marker bylaw, sizes or fees online. The Act requires the operator to make its bylaws available on request, so ask the office for the memorial section, the marker dimensions, the base rule and the installation fee with its year.
How long does a bronze plaque take in Victoria?
Allow about four to six weeks from payment to delivery. Casting and hand finishing take most of that time, and we send a free written proof before anything is cast. If your cemetery only sets markers in the frost free season, order early enough for the spring installation window.
